A Healthy Democracy
By Dr Bret

Dr Bret WilsonPresident Barack Obama has called for input from citizens on a variety of issues facing our country.  I encourage each of you to continue to communicate with the President and your elected officials about issues that concern you. Your responsibility as a citizen does not end with casting your vote.  The backbone of our democracy is representative government.  Communication with your elected officials is key.

Health care issues are of great concern to many of us.  Access to affordable health care, health insurance reform, freedom of choice, protection of access to health information are just some of the areas impacted by both the federal and state governments. Allow me to highlight a few provisions that are of key interest to Doctors of Chiropractic and their patients.

National Health Care and Medicare Reform

According to the American Chiropractic Association (ACA) government relations staff, the election of Democrat Barack Obama coupled with an increased Democratic majority in both the U.S. House and Senate, make it very likely that the new Congress and White House will seek to enact significant national health care reform legislation and possibly a major overhaul of the federal Medicare program.

In anticipation of renewed efforts to enact national health care and Medicare reform legislation, the American Chiropractic Association announced that it will soon launch a national grassroots campaign centered on the development and activation of a chiropractic patient advocacy network.  The goal of ACA’s new patient advocacy network is to bridge the gap between elected officials and chiropractic patients.

Patients’ Access to Responsible Care Alliance (PARCA)

Patients’ Access to Responsible Care Alliance (PARCA) is a coalition of organizations that represent the interests of millions of patients and non-MD/DO health care providers. It aims to provide federal policymakers with access to information from all areas of the health care community, in order to assist in the formulation of responsible, well-rounded health care policy. The coalition is committed to quality, cost-effective care, and ensuring patients have options in the delivery of such care.

PARCA seeks inclusion of language into any national health reform plan that would ban discrimination against entire classes of non-MD health care providers with respect to participation in insurance companies and plans. Importantly, the provisions would also prevent insurance plan discrimination as it relates to the fair reimbursement of services provided by non-MD health professionals.

Chiropractic Care for Veterans

U.S. Rep. Mike Rogers, R-Ala., has re-introduced legislation into the U.S. House of Representatives that would extend chiropractic health care services to U.S. military retirees, dependents and survivors as part of the TRICARE program.

If signed into law, HR 484, the Chiropractic Health Parity for Military Beneficiaries Act, would require the Secretary of Defense to develop a plan to allow any beneficiary covered under TRICARE to select and have direct access to a doctor of chiropractic.

Respond Responsibly

I hope you will consider these and other issues carefully.  Ask questions and look for ideas beyond the headlines and the talking heads in the media.  Talk to friends, neighbors and your health care professional about legislative issues.  Finally, let your elected officials know where you stand on the issues.  Together we can change things for the better.
